The Gujarat High Court has held that the educational qualifications and degree certificates of Prime Minister Narendra Modi constitute personal information exempt from disclosure under the RTI Act. The Division Bench observed that such records are held by educational institutions in a fiduciary capacity and that disclosure would require a larger public interest justification.
